Russian Laws: 152-FZ, Meta Marking, and Messenger Restrictions

What Happened? (Briefly about 152-FZ and new bans)

The legislation on the processing of personal data (PD) is becoming stricter. Automated parsers of regulatory authorities (AIS RKN) bypass sites around the clock.

Main changes:

1. Ban on using foreign messengers (Telegram, WhatsApp, Viber, Discord, etc.) to transmit payment documents and personal data of clients (telecom and information law). Using a messenger itself is not illegal! You can communicate with a client, discuss a product. But asking them to drop a passport in Telegram or send an act with payment details there is a direct violation.
2. Meta (Instagram/Facebook) marking. An Instagram icon in the footer without the note "the activities of the organization are banned in the Russian Federation" = a fine up to 500,000 rubles.
3. Cookie-consent. From September 1, 2025, hidden use of cookies and auto-collection of analytics without an explicit checkbox is considered a violation.

Checklist: How to know if your site is at risk?

Check your site right now on these points:

• Consent Checkboxes: Go to any application form. Is the checkbox checked by default? If yes (pre-filled), this is a violation of 152-FZ.
• Document Separation: Privacy Policy and User Agreement are different documents. They should not be merged into one.
• Cookie block: Is there a banner on the site with an "Accept" button? Does it contain a clear description of why data is collected?
• Social networks: Look on the "About us", "Contacts" pages and in the footer for links to Instagram, Facebook or WhatsApp. If there is a logo of a banned network without marking, remove it immediately.
